More than the one who wrote the erroneous grammar guide, it’s the people who approved the guide and circulated it that needs looking into.

There is a bigger discovery than the erroneous teaching and reference tool. The incident disclosed the laxity in quality control by those who have the responsibility of assuring quality of education. Maybe, they didn’t know better themselves?
