At the time very keen to help oppressed-as-heralded Kosovars to restore a province’s life to normal, I was later in common with other international staff (NATO folks inclusively)sharing an amusement then reality had presented.

Perhaps, omitted by a world media, just arrived in my letter-box news from the UN-a stunt de-facto pro-Kosovo-independence supporter, would have been of some general interest:

SECURITY COUNCIL RESOLUTION STILL IN FORCE IN KOSOVO – SECRETARY-GENERAL New York, Apr 1 2008 6:00PMThe United Nations mission in Kosovo continues to operate on the assumption that the 1999 Security Council resolution that gave it administrative authority following ethnic bloodshed is still in force, Secretary-General Ban Ki-moon says in his first report on the issue since Kosovo declared independence from Serbia on 17 February.

In his report on the UN Interim Administration Mission in Kosovo (UNMIK), covering the period from 12 December 2007 to 1 March, Mr. Ban affirms that resolution 1244 remains in effect “unless the Security Council decides otherwise” and that Kosovo’s leaders and the Serbian Government are still committed to its provisions.

The Secretary-General adds, however, that Kosovo’s declaration of independence and subsequent events have posed significant challenges to UNMIK’s ability to exercise its authority.

“Pending Security Council guidance, there might be a need for UNMIK to adjust its operational deployment to deal with developments and changes on the ground in a manner consistent with resolution 1244,” he says.

He reports that the minority Kosovo Serbs, who condemned the declaration of independence, have expanded their boycott of the institutions of Kosovo to include the Kosovo Police Service (KPS), the Kosovo Corrections Service, the judicial system, municipal administration, and UNMIK railways and customs.

In several Kosovo Serb areas in southern Kosovo, Kosovo Serb police officers stated that they would no longer recognize the KPS chain of command and demanded that they be placed under the direct command of international UNMIK police officers.

The overall security situation in Kosovo during the reporting period remained “calm though tense,” he states, and most Kosovo Serb demonstrations have been peaceful, though serious violent incidents occurring in the days immediately before and after the declaration of independence.

Hand grenade and arson attacks were directed against UNMIK and European Union premises and vehicles in northern Mitrovica and Zubin Potok, which caused limited material damage, he reports, and there two customs service points on the administrative boundary line were attacked and destroyed on 19 February.

The 14 March attack on the District Court building of UNMIK in North Mitrovica is not discussed because it occurred after the reporting period.

However, the Secretary-General stresses that any violence, whether directed at UNMIK personnel or facilities or against members of any of Kosovo’s communities, is “unacceptable and cannot be tolerated.”

He urges all sides to reaffirm their commitments to refrain from any actions or statements that could endanger peace or lead to violence.

Meanwhile, he says, the efforts of the UN in Kosovo are aimed at ensuring that the political and security situation in Kosovo and the wider region remains stable, and that the safety and security of the population are preserved.

Ban-Ki-Moon can't do anything and he indicated the same on UN radio by saying the situation on the ground in Kosovo is calm. He asked the international community and other western countries to make sure to help UNMIK in keeping peace and stability in Kosovo. For him and other international communities, sidelining Russian interest in Kosovo is not an easy task. because Russia had vehemently opposed Kosovo's declaration of independence on February 17.

The United Nations Mission in Kosovo has no option but continue to exercise its authority in the region till the next decision by the United nations security Council. Russian authorities have already told the Duma that Russia would definitely block any process to make Kosovo a member country in UN. Now, Mr. Ban is waiting to see the reaction from Russian side on the European Union’s law and order mission, EULEX possible deployment in Kosovo.

# Ilias, you are right, UNMIK has no option but continue to exercise its authority in Kosovo but Now, Kosovo is one step closer to statehood. Kosovo assembly has adopted a new constitution and declared it as a democratic, secular, multi-ethnic state. The new state won't join a Greater Albania. here is the Article 1 of constitution of Kosovo- 'The Republic of Kosovo is an independent, sovereign, democratic, unique and indivisible state. The Republic of Kosovo shall have no territorial claims against, and shall seek no union with, any State or part of any State. Bad news for Russians..

Ok Chris...Kosovo assembly has adopted constitution but cann you tell me who would run the government- Constitution or UNMIK? Pieter Feith, head of the EU-led supervisory office in Kosovo, has given his accent to the constitution but UNMIK has not reacted till now. According to the UN resolution 1244, 1999, UNMIK has the authority to control the administration till UNSC's next decision. Who would govern Kosovo - Constitution, UNMIK, or EULEX?

Enough is enough, the European Union, NATO, United nations and USA and its allies, all are playing games with Serbians. We Serbians need to walk as a group of 10,000,000 to Kosovo to take our land back from International groups. Kosovo is Serbia and all of us should wake up now.

Kosovo is quickly becoming the land everyone wants, but no one can produce a bill of sale. each of the international group wants to have authority to exert sovereignty over the land. BUT all know it well that complete sovereignty over Kosovo cannot be enforced unless force is used. No group has more pragmatic approach to solve the problem.

The European Union simply wants to use a much more pragmatic approach to solve the Kosovo crisis. The EU has a hidden desire to see Serbia within the group. They can pressurize Serbia to accept EU approach on Kosovo. This new pragmatic approach might lead to the calling of Kosovo's Daytonization. It is the sole and the optimal solution of the crisis.

People of the rest of the world shouldn't view Serbs in Serbia sitting in their courthouse as an 'occupation'. This is false assumption and misinterpretation of ground realities in Kosovo. I am not in favour of the recognition of Kosovo as an independent country and I am against the continuous demonising of the Serbs. The western media is biased in their reporting about the ground realities in Kosovo and Serbs living in Kosovo. They should show the balanced reporting to help the situation. Kosovo deserve the extensive autonomy within Serbia.

This is all American Drama, UN Secretary General is always in the service of White House. The Albanians cannot practice democracy and so in Kosovo. George Bush's intimacy with the Albanians will be ended if Albanian interests went against economic and military interests of US in the region. Who wants American help to establish democracy, The world has seen what happened in Iraq and Afghanistan.

The United States and the European Union are trying to use the same policy in Kosovo what they used in Croatia some 17 years back. The ethnic cleansing is the inevitable outcome, Milosevic created a fuss and convinced US to claim the fault of the Serbs as the root of all problems. They are still believing in the 'Ahtisaari plan' which says Serbs cannot be trusted to rule Albanians while Albanians can be trusted to rule Serbs.

A suggestion to all international communities who are interested in solving the Kosovo crisis, it can be solved by using these three steps. -a) Go through the Finland-Aland proposed by Belgrade, b) divide Kosovo and the north part should go under control of Belgrade, Belgrade should get more rights to support the enclaves, c) Albanians should get Presevo and Serbs get some enclaves.

Serbs living in Kosovo refused the declaration of independence and these are the people who started boycotting to include the Kosovo Police Service (KPS), the Kosovo Corrections Service, the judicial system, municipal administration, and UNMIK railways and customs in the institutions of Kosovo. They are demanding to place KPS under the direct command of UNMIK authorities.

As understood, a Kosovo independence is supposed to be regulated by the EU and NATO approving local government’s decisions (a recent administrator is the UN, no local government supposed by the SCR-1244).

Such “independence” looks like a something of a “half-pregnancy”-in-practice, of which Israel/the PA might be next guineapigs on a world politics road map.

By a way, will you, Volkan, enjoy visa to enter Kurdish province in Turkey, or you, Richard, Chris, a money-exchange as entering the Sovereign Republic of the Northern Irland?

Perhaps, their separatists have got not less rights on independence, both ethnically and historically, than the Albanians on a Serbian province of Kosovo.

Kosovo is a playground for international mafia. Its ”freedom” is akin providing the ”independence” to the Basks or to English royalists in Australia, having proclaimed their ”sovereignty” from Canberra where you are, Michael.

It is a stupid move to destroy the EU unity de facto - and my husband thinks so.
